HEATHER A. JAMES JOINS WHITEFORD, TAYLOR & PRESTON

October 16, 2006 - Baltimore, MD - Whiteford, Taylor & Preston LLP is delighted to announce that Heather A. James has joined the firm as Of Counsel in Baltimore and will be instrumental in the growth of the firm’s Government Contracts Group.

With over a decade of combined legal and government experience, James has worked for Albo & Oblon, LLP, Martin & Adams, the U.S. Department of Labor’s Office of Federal Contract Compliance Programs, and the Steel Service Center Institute.  Her arrival at Whiteford, Taylor & Preston (WTP) coincides with the area’s growing government contractor and subcontractor opportunities related to BRAC (the Base Realignment and Closures Act) activities. 

“It’s an honor to have someone like Heather on board,” noted S. Keith Moulsdale, Co-Leader of Whiteford, Taylor & Preston’s Technology and Intellectual Property Group.  “Her experience representing defense and civilian contractors, and counseling clients on complex joint venture agreements makes her indispensable to both our firm and our clients.”

James’s experience includes: appearing before courts and administrative agencies related to the federal procurement process, analyzing and preparing teaming arrangements, counseling companies on regulatory compliance issues, and advising on security clearance matters.  A former Senior Compliance Officer with the Department of Labor’s Office of Federal Contract Compliance Programs, she is also well-versed in employment law and business litigation. 

“With the expansion of the government contracting business over the last decade, I’ve helped companies leading the way in a variety of industries, including the Homeland Security industry,” commented James.  “From start-ups to well-established contractors, I think there’s plenty that Whiteford can offer.  Their approach to cross-practice group coordination and integration is a real benefit for clients.  It was a huge draw for me.”

A member of the American Bar Association’s Public Contract Law Section and the Arlington County Bar Association, James is admitted to the Virginia Bar.  She received her J.D. in 1999 and her B.A. with Highest Distinction, both from George Mason University.
