Chief Judge Bell, Maryland Court of Appeals, will be honored on the occasion of his retirement at a gala (April 18, 2013) and a legal symposium. The first African American to head the Maryland Judiciary, Chief Judge Bell is also one of very few jurists in the history of the state to serve on all four levels of Maryland's courts.
